Open Steam and right-click on Half-Life 2 Episode One. Go to Properties > Set Launch Options and enter -dxlevel 81 and click ok. This will force the game to run in Direct X 8 mode. Once you have done this the game should load, however you will not be able to view the Direct X 9 features such as HDR. 2plX.
